I have checked the internet archieve and it really does look like a abandoned url.
I tried a certified offer to them via network solutions with no response or counter offer.
any ideas?

yo need to go to a domain site (godaddy.com is good) and find out who owns that domain name then you can contact them and find out if you can buy it

Nothing you can do. If the WHOIS is private, it means that the person who owns may not want to be contacted.
And a person can own a domain for 2, 3, 5, 10, 75, and 100 years (netsol does this).
Find a different domain name.
