I have paid for Google adsense package trusting a webpage. Now Zip folder I got after one month needs guidance even to know whether it is useful. But the concerned is not receiving my emails. Please some one guide me how to go further atleast to prevent others from getting cheated.

Google Adsense is free to sign up too. Contact Google, Im sure if they believe the website in question is breaking the law they will actually do something about it.
It would be pointless, long and frustrating to try do anything yourself.
