my google account was disabled and I’m wandering can i make a new account?

I don’t want to receive a check with the money as it will cost half the check to cash it due to it being in foeriegn currency. Is there anyway they can either pay me after say 3 months or via paypal etc?
I want to place all this money aside and use it towards a small investment.
