Domain names and hosting are two totally separate issues. There are free hosting sites, and you can get a free domain name at http://www.dot.tk/ Then you just point your domain name at your site.

I’m a budding programmer(java), and I want to upload completed projects as a kind of CV or portfolio style page, but most free webhosting companies only allow image and video files. There are tons of free web hosting companies but they apply some restrictions which may not allow you to upload exe files.
Try to get cheap and reliable hosting service, my friend has small business and he is using hosted service from Onthenetoffice.
