Most shared web-hosting companies will provide you with some sort of web-based control panel. You will also get ftp and/or ssh access to your web space on the server/s.
In the web control panel you can create databases/email addresses move and rename file, upload etc.
Before you do all that you should register a domain name.
Many web hosting companies also register domains.
When you register you domain you will enter 2 or more name-servers. These name-servers will be provided by the register or the hosting company or even third party dns providers.
Please make sure to CAREFULLY research your registrar and hosting company/package BEFORE you commit to anything.
Take you time.
In summary:
1) register domain
2) sign up for hosting package
3) setup DNS(zone file)
4) upload content to web-server.
Good Luck!

Are you that ashamed of your web site? Maybe you shouldn’t create such a site; however, there are some registrars who will use their contact information in place of your own so that people can do their dirty little web sites and not get sued or called at night with complaints.

I didn’t pay the extra fee for it to be private when I bought the web domain and it is available on a whois search. If I pay for it to be private now will the info on whois be deleted?
