Yes, ofcourse! Try godaddy.com, or search cheap domains. www.domainlagoon.com, you can do offers for free and get a free domain name, i`ve done it before, its great, but buy a domain

You will always get lagging no matter what you use.

Why not use Skype with a webcam? Skype to Skype is free. Can have Video chat or Video to IM chat, etc.. All free.
